Yes it can; however, if you have not had an appointment with your chosen doctor in the last 12 months, you will not be eligible for Medicare rebates and you will have out-of-pocket costs (generally $39.75). If you want to avoid the out of pocket cost, we recommend making your first appointment in-clinic so that you can be validated for telehealth Medicare rebates in the future.
